From today, Monday June 30, young people between 18 and 35 years old registered in Catalonia can already apply for the new Préstecs Emancipació, a pioneering program of the Government that will facilitate the purchase of the first home without the need to have previous savings for the down payment.
The loan covers up to 20% of the value of the property -with a maximum of 50,000 euros-, does not generate interest and it is not necessary to start repaying it until the end of the mortgage payment, which can mean up to 30 years of grace period. The applicant will then have an additional five years to repay it.
Applications are made exclusively through the digital portal of the Institut Català de Finances (ICF).
The funds for this line of financing will be managed by the Agència de l’Habitatge de Catalunya, with a planned budget of 500 million euros until 2029.
Préstec Emancipació’ 2025: Requirements
To qualify for this financial aid, applicants must meet the following requirements:
- Be between 18 and 35 years old at the time of applying for the loan.
- Be registered in any municipality in Catalonia.
- To acquire their first home, which must be destined to habitual residence.
- Not to exceed the established annual income limit: 6.5 times the IRSC (Indicador de Renta de Suficiencia de Catalunya).
Examples: 1 person: up to 80.963,31 €/year, 2 persons: up to 83.467,33 €/year.
In addition, the property must:
- Be located in Catalonia.
- Have a valid certificate of occupancy.
- Be identified with its corresponding cadastral reference.
How to apply for the loan?
To start the application, it is necessary to create an account or access as an individual to the Espai Client of the ICF, from where the form will be filled out indicating the personal data and the property.
Once submitted, the applicant will receive a confirmation email with the next steps. In case of doubts, the ICF has set up the telephone hotline 933 42 84 10.
The ICF will perform a solvency analysis before approving the loan. If it is favorable, there will be a period of six months to formalize the mortgage of the remaining 80% with one of the banks adhered to the program, among which are CaixaBank, BBVA, Sabadell, Bankinter, LABORAL Kutxa, Caixa d’Enginyers, Caixa Guissona, Arquia and imagin.
Homes become permanent HPOs
One of the key aspects of the program is that the homes acquired through this loan will be classified as subsidized housing (HPO in Catalan) indefinitely. If in the future it is decided to sell the property, the price will be limited to the purchase value updated with the CPI and the cost of renovations, in order to preserve its affordability.
