The Council of Ministers has approved this week the transformation of the Sociedad Pública Empresarial de Suelo (SEPES) into Casa 47, the new State Housing Entity that will articulate the supply of public rental housing. Something like a public Idealist.
The agency will manage the entire real estate cycle, from the acquisition of land to the handing over of keys. Its name pays homage to Article 47 of the Constitution (focused on housing), and will be embodied in the creation of an online portal that will begin operating in early 2026.
In its first year, the platform will offer at least 13,000 affordable rental apartments.
How much will Casa 47 rentals cost from 2026 onwards?
Casa 47 will limit the price of rents, so that no tenant will spend more than 30% of their salary on rent. The cost will be calculated based on the average salary in each territory, always respecting this maximum ceiling.
It is expected that 60% of the population will have access to these apartments and houses.
What salary should I earn as a maximum to be able to access a Casa 47 apartment?

The economic requirements establish an income between 2 and 7.5 times the IPREM, which is equivalent to a range of between 1,200 and 4,500 euros per month.
The Ministry of Housing clarifies that lower incomes will be covered by other social housing mechanisms, while higher incomes will have to go to the free market.
How long will the rental of an apartment in Casa 47 last?
The contracts may have a duration of up to 75 years, structured in a first phase of 14 years followed by automatic extensions of 7 years, as long as the tenants maintain the access conditions and requirements.
Which apartments will be rented at Casa 47

Many of them will be SAREB homes. In total, more than 40,000 homes (many of them pending rehabilitation) and 2,400 plots of land with capacity for 55,000 houses.
There will also be land and housing from ministries such as the Treasury, Defense or Interior; and new developments of its own construction.
At the same time, a public purchase offer of 100 million euros will be made to acquire real estate from private owners.
From next year onwards, the web page will make it possible to consult the developments, verify the specific requirements and formalize applications for access to this new subsidized housing stock.
