
Catalonia will build affordable housing at below-market rents, of which 25% must be for young people and 10% for vulnerable groups such as the elderly, low-income or victims of gender violence. The Consell Executiu de la Generalitat de Catalunya has published this Tuesday the conditions that regulate the public reservation of plots of land on which developers will be able to build these homes in the coming years.
Each year, the Catalan government will reserve public land to build subsidized and affordable housing, and the financing of these constructions can cover up to 100%.
The Generalitat will give subsidies to public and private developers to make the rent cheaper than the market price, and municipalities that sign up for the program and cede land will be compensated.
During the first 20 years, developers who receive public financing will receive interest subsidies on their loans.
Twenty-eight years after completion of the work, the developers will have to return part of the rental income to the Generalitat.
During the 75 years of concession, the subsidies will be reviewed to guarantee affordable prices.
The reserved land may be of 3 types:
- Public land with a developer: they already have a company in charge of construction, but need aid.
- Public land without a developer: The Generalitat will be in charge of the construction directly or will look for companies to do it.
- Private developers: They can receive aid to build or rent the houses to the Generalitat.
On land destined for facilities (endowments), the housing will be for rental only, while on normal residential land, the option will be for rental or right of use for 75 years.
The Generalitat will control that these dwellings are not sold to third parties and limits on rental prices will be established. Maximum rental prices will depend on the area where the municipality is located:
- Zone 1: 10.65 €/m².
- Zone 2: 8.65 €/m².
- Zone 3: 7.65 €/m².
- Zone 4: 6.64 €/m².
This program is part of the Pla 50,000 with which the Generalitat seeks to build a total of 50,000 public housing units before 2030. It is estimated that in a first call 10,000 homes will be built within this plan of plots.
