The siege on electric scooters is tightening and there are more and more regulations that will regulate the circulation of a vehicle that has been, without doubt, the great revolution of urban mobility (for better or worse, that is up to the eye of each individual) in recent years.
So, if you have an electric scooter and you use it to move around Barcelona, take note, because from January it will be mandatory to have a liability insurance and that your vehicle is registered with the DGT.
Compulsory insurance and registration with the DGT for scooters and segways
The Congress of Deputies approved last July 22 the modification of the Vehicle Insurance Law, a rule that extends the obligation to take out insurance to drivers of scooters, segways, monowheel, hoverboards and other personal mobility vehicles.
The measure not only makes it mandatory to insure the vehicles, but also provides for the creation of a public registry of scooters and owners by January 2, 2026. The objective, according to the Government, is twofold: to protect accident victims and prevent them from being left helpless in the event that the driver is insolvent, in addition to improving the management of compensation.
The reform also expands the role of the Insurance Compensation Consortium, which will assume the payments if the insurer is unable to do so.
An increasingly regulated vehicle
The new law reinforces other measures put in place to control the traffic of these vehicles, which had become a problem for the city due to their lack of regulation. The new ordinance approved at the beginning of 2025 regulates their maximum speed and the zones where they can circulate in order to avoid accidents such as those that had been common.
Although the speed of these vehicles is limited by law, in practice many owners modify them to exceed 60 km/h, according to police sources. Until now, in the event of an accident, the victims were usually left unprotected and the insolvent drivers were left unscathed. The intention is that, with this new law, this will come to an end.
